Israel\u2019s current assault on Gaza is unique in its refusal to acknowledge the basic human right to flee conflict as outlined in the <\/span><a href=\"https:\/\/www.un.org\/en\/universal-declaration-human-rights\/\"><span style=\"font-weight: 400;\">Universal Declaration of Human Rights<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><span style=\"font-weight: 400;\"> While Israelis were able to flee the country following Hamas\u2019 attack on October 7th, 2023, Palestinians are denied the same luxury. Israel&#8217;s 2001 bombing of Gaza&#8217;s only airport <\/span><a href=\"https:\/\/www.npr.org\/sections\/parallels\/2014\/08\/31\/344329313\/gazas-shattered-airport-once-a-symbol-of-sovereignty\"><span style=\"font-weight: 400;\">severed any chance for refuge and semblance of Palestinian sovereignty<\/span><\/a><span style=\"font-weight: 400;\">, trapping them in what is known as <\/span><a href=\"https:\/\/www.hrw.org\/news\/2022\/06\/14\/gaza-israels-open-air-prison-15\"><span style=\"font-weight: 400;\">an open-air prison<\/span><\/a><span style=\"font-weight: 400;\">. Israel\u2019s no-exit policy, enforced through its <\/span><a href=\"https:\/\/arabcenterdc.org\/resource\/is-israel-an-apartheid-state\/\"><span style=\"font-weight: 400;\">Policy of Separation<\/span><\/a><span style=\"font-weight: 400;\"> (<\/span><i><span style=\"font-weight: 400;\">Hafrada<\/span><\/i><span style=\"font-weight: 400;\">), prevents movement between Gaza and the West Bank, denying Palestinians their basic right to freedom of movement, even during times of high conflict. Despite the <\/span><a href=\"https:\/\/www.bu.edu\/articles\/2024\/is-israel-committing-genocide-in-gaza\/?utm_campaign=bu_today&amp;utm_source=email_20240607_full_weekly&amp;utm_medium=2_must_read_3&amp;utm_content=research_humanities#comments\"><span style=\"font-weight: 400;\">overwhelming documentation<\/span><\/a><span style=\"font-weight: 400;\"> of Israel\u2019s genocidal actions in Gaza\u2014and the <\/span><a href=\"https:\/\/www.icj-cij.org\/case\/192\"><span style=\"font-weight: 400;\">International Court of Justice<\/span><\/a><span style=\"font-weight: 400;\">\u2019s determination that these actions plausibly constitute genocide\u2014the global response remains one of passive complicity, with an unrelenting flow of military, economic, and diplomatic support to Israel despite its global ramifications and Israel\u2019s<\/span><a href=\"https:\/\/www.amnestyusa.org\/press-releases\/u-s-made-weapons-used-by-government-of-israel-in-violation-of-international-law-and-u-s-law\/\"><span style=\"font-weight: 400;\"> violations of international and U.S. law<\/span><\/a><span style=\"font-weight: 400;\">. As global conflicts intensify, the UNHCR reported that by the close of 2024, the number of displaced people worldwide would exceed <\/span><a href=\"https:\/\/www.unhcr.org\/us\/mid-year-trends#:~:text=Over%20122.6%20million%20people%20are%20forcibly%20displaced%20from%20their%20homes.&amp;text=This%20equates%20to%201%20in%20every%2067%20people%20on%20Earth.&amp;text=The%20majority%20%E2%80%93%2087%20per%20cent,by%20UNHCR%2C%20UNRWA%20and%20IDMC.\"><span style=\"font-weight: 400;\">122 million<\/span><\/a><span style=\"font-weight: 400;\"> and continue to rise. Given the already alarming scale of displacement, it remains uncertain whether the international community can manage this level of displacement and its humanitarian needs, particularly in light of the exacerbated refugee crisis precipitated by Israel\u2019s ongoing indiscriminate aerial campaign and ground incursions in both the Gaza Strip and Lebanon.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Since its incursion into the Gaza Strip in October 2023, Israel has committed the<\/span><a href=\"https:\/\/apnews.com\/article\/israel-gaza-bombs-destruction-death-toll-scope-419488c511f83c85baea22458472a796\"><span style=\"font-weight: 400;\"> most devastating aerial campaign in recent memory<\/span><\/a><span style=\"font-weight: 400;\">. To make matters worse, Israel has intensified its siege by sealing all border crossings, severing access to food, water, electricity, and fuel. At the time of this publication and without international intervention, Israel has killed<\/span><a href=\"https:\/\/www.reuters.com\/world\/middle-east\/how-many-palestinians-has-israels-gaza-offensive-killed-2025-01-15\/\"><span style=\"font-weight: 400;\"> over 46,000 Palestinians, with more than half identified as women and children<\/span><\/a><span style=\"font-weight: 400;\">\u2014the most <\/span><a href=\"https:\/\/www.aljazeera.com\/news\/longform\/2023\/10\/9\/israel-hamas-war-in-maps-and-charts-live-tracker\"><span style=\"font-weight: 400;\">child deaths in any conflict over the past four years<\/span><\/a><span style=\"font-weight: 400;\">\u2014and <\/span><a href=\"https:\/\/www.un.org\/unispal\/document\/statement-by-iasc-23sept24\/\"><span style=\"font-weight: 400;\">more humanitarian workers in Gaza than in any other conflict<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><a href=\"https:\/\/www.unrwa.org\/resources\/reports\/unrwa-situation-report-148-situation-gaza-strip-and-west-bank-including-east-jerusalem#:~:text=According%20to%20the%20UN%2C%20at,some%2010%20times%20or%20more.\"><span style=\"font-weight: 400;\">More than 90%<\/span><\/a><span style=\"font-weight: 400;\"> of Gaza&#8217;s population remains internally displaced due to relentless bombings and forced evacuation orders, with virtually no safe passage out of the Gaza Strip nor refuge within it, as Israel continues to target sites protected under <\/span><a href=\"https:\/\/ihl-databases.icrc.org\/en\/customary-ihl\/v1\/rule35\"><span style=\"font-weight: 400;\">the laws of war<\/span><\/a><span style=\"font-weight: 400;\">. Designated safety zones, such as refugee camps, schools, hospitals, churches, and mosques, have been critical shelters for hundreds of thousands of internally displaced Palestinians, but Israel\u2019s <\/span><a href=\"https:\/\/www.economist.com\/middle-east-and-africa\/2023\/11\/02\/the-pace-of-israels-war-in-gaza-far-exceeds-previous-conflicts\"><span style=\"font-weight: 400;\">unprecedented destruction<\/span><\/a><span style=\"font-weight: 400;\"> has destroyed at least <\/span><a href=\"https:\/\/www.bbc.com\/news\/world-middle-east-67983018\"><span style=\"font-weight: 400;\">117 churches and mosques<\/span><\/a><span style=\"font-weight: 400;\">, including some of the world\u2019s oldest places of worship. The <\/span><a href=\"https:\/\/www.who.int\/news\/item\/14-06-2024-who-concerned-about-escalating-health-crisis-in-west-bank\"><span style=\"font-weight: 400;\">World Health Organization<\/span><\/a><span style=\"font-weight: 400;\"> has reported the destruction of over 470 healthcare facilities, including 319 attacks on ambulances. Gaza\u2019s population exceeds 2.1 million, with <\/span><a href=\"https:\/\/www.unrwa.org\/where-we-work\/gaza-strip\"><span style=\"font-weight: 400;\">over 1.5 million<\/span><\/a><span style=\"font-weight: 400;\"> Palestinians dependent on UNRWA\u2019s services in Gaza. Since Israel\u2019s invasion in October 2023, Palestinian refugees are left <\/span><a href=\"https:\/\/www.unrwa.org\/resources\/fact-sheet\/unrwa-gaza-backbone-humanitarian-response\"><span style=\"font-weight: 400;\">without alternatives<\/span><\/a><span style=\"font-weight: 400;\"> for their basic needs, including housing, as 90% of\u00a0 <\/span><a href=\"https:\/\/www.unrwa.org\/resources\/reports\/unrwa-situation-report-156-situation-gaza-strip-and-west-bank-including-east-jerusalem\"><span style=\"font-weight: 400;\">UNRWA&#8217;s refugee housing installations<\/span><\/a><span style=\"font-weight: 400;\"> have been reduced to rubble.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As Israel\u2019s occupation of the Palestinian territories enters its 77th year, a deeper, more far-reaching issue looms in the background\u2014one that threatens stability not just in the Middle East but across its surrounding regions. Israel\u2019s actions are driving irregular migration patterns among Palestinians, Syrians, and Lebanese alike. <\/span><a href=\"https:\/\/www.unrwa.org\/where-we-work\/lebanon#:~:text=As%20of%20March%202023%2C%20the,from%20Syria%20residing%20in%20Lebanon.\"><span style=\"font-weight: 400;\">UNRWA-Lebanon<\/span><\/a><span style=\"font-weight: 400;\"> currently houses nearly 500,000 Palestinian refugees and 31,000 Syrian refugees. As Palestinians and Lebanese flee from Lebanon into Syria, Syrian refugees\u2014who had initially sought refuge from the recently toppled Assad regime\u2014are now moving between Syria and Lebanon. So far, <\/span><a href=\"https:\/\/www.euronews.com\/2024\/10\/02\/around-100000-lebanese-refugees-have-fled-to-syria-un-says\"><span style=\"font-weight: 400;\">more than 100,000 Lebanese<\/span><\/a><span style=\"font-weight: 400;\"> have fled to Syria due to Israeli airstrikes, adding to the strain in a country already overwhelmed by long-standing Palestinian displacement and the ongoing fallout from the Syrian Civil War. Overshadowed by other migration crises and the politicization of migrants and refugees alike, the Palestinian Refugee Crisis has affected over 7 million Palestinians across three generations within the occupied territories, Syria, Jordan, and Lebanon, rendering it the <\/span><a href=\"https:\/\/news.un.org\/en\/story\/2023\/05\/1136662#:~:text=%E2%80%9CThe%20plight%20of%20Palestine%20refugees,a%20political%20solution%20for%20all.\"><span style=\"font-weight: 400;\">longest unresolved refugee crisis<\/span><\/a><span style=\"font-weight: 400;\"> with the Palestinians as the <\/span><a href=\"https:\/\/www.migrationpolicy.org\/article\/palestinian-refugees-dispossession\"><span style=\"font-weight: 400;\">largest group of stateless<\/span><\/a><span style=\"font-weight: 400;\"> persons worldwide.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Western media and politics often oversimplify the experience of refugees, overlooking the complexities they face. The Palestinian Question is not simply an oversight within a flawed human rights framework; the 1951 Refugee Convention makes it systematically harder for Palestinians to find refuge and long-term solutions to the refugee crisis. While the Convention outlines the definition of a refugee, including their rights and legal protections, <\/span><a href=\"https:\/\/www.un.org\/en\/genocideprevention\/documents\/atrocity-crimes\/Doc.23_convention%20refugees.pdf\"><span style=\"font-weight: 400;\">Article 1D<\/span><\/a><span style=\"font-weight: 400;\">, otherwise known as the &#8216;<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/UNHCR_PalRefugees-1951Conv.pdf\"><span style=\"font-weight: 400;\">exclusionary clause<\/span><\/a><span style=\"font-weight: 400;\">,&#8217; denies the basic protections outlined in the Convention to those receiving assistance from agencies besides the UNHCR. All Palestinian refugees, by definition, are lumped intrinsically under the United Nations Relief Works Agency for Palestinian Refugees (UNRWA) and are thus entirely excluded.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Established in 1949, two years before the Convention, UNRWA grants its designation to the descendants through patrilineal inheritance, with little to no opportunity to break free from the entrenched refugee paradigm. This caveat has kept the Palestinian Refugee Crisis in UNRWA\u2019s sphere of <\/span><a href=\"https:\/\/www.statelessness.eu\/sites\/default\/files\/2022-07\/ENS_Advocacy_Briefing-Palestinians_Protection_Europe-July_2022.pdf\"><span style=\"font-weight: 400;\">restrictive and inadequate socio-economic<\/span><\/a><span style=\"font-weight: 400;\"> services, <\/span><a href=\"https:\/\/press.un.org\/en\/2024\/sc15713.doc.htm\"><span style=\"font-weight: 400;\">with limited foreign aid compared to the actual needs on the ground<\/span><\/a><span style=\"font-weight: 400;\">, in the occupied territories, Jordan, Lebanon, and Syria. This has caused a cycle of dependency and strain on UNRWA\u2019s services spanning multiple generations of Palestinian refugees. This ongoing practice of <\/span><i><span style=\"font-weight: 400;\">refugee warehousing<\/span><\/i><span style=\"font-weight: 400;\"> perpetuates Palestinian reliance on UNRWA and its services, reinforcing a cycle of dependency that allows Article 1D of the Refugee Convention to exclude Palestinians from their full refugee rights. Confining this crisis to UNRWA\u2019s mandate allows the international community to passively absolve itself of its broader responsibilities toward Palestinian refugees. This inaction makes it impossible to achieve a concrete solution to their prolonged displacement, which is continually exacerbated by <\/span><a href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2024\/07\/experts-hail-icj-declaration-illegality-israels-presence-occupied\"><span style=\"font-weight: 400;\">Israel\u2019s apartheid policies<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/www.politico.com\/news\/2024\/07\/03\/israel-turbocharges-west-bank-settlement-expansion-00166584\"><span style=\"font-weight: 400;\">settlement expansions<\/span><\/a><span style=\"font-weight: 400;\"> in the absence of adequate international intervention.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The consequences of this unchecked displacement extend beyond Palestine, making Israel\u2019s actions a growing liability for the international community. Since expanding its displacement efforts into Lebanon in October 2024, Israel has killed <\/span><a href=\"https:\/\/www.aljazeera.com\/news\/2024\/11\/7\/israel-killed-over-3100-people-in-lebanon-since-october-2023-ministry\"><span style=\"font-weight: 400;\">over 3,000<\/span><\/a><span style=\"font-weight: 400;\"> Lebanese and exacerbated the refugee crisis facing Europe and the Middle East. According to UNHCR, the number of displaced people has been rising at a steady rate of <\/span><a href=\"https:\/\/www.unhcr.org\/global-trends\"><span style=\"font-weight: 400;\">8% every 12 years<\/span><\/a><span style=\"font-weight: 400;\">. Moreover, amid escalating global conflicts\u2014including the ongoing violence involving Israel\u2014UNHCR predicts a <\/span><a href=\"https:\/\/www.unhcr.org\/us\/news\/press-releases\/unhcr-2025-global-refugee-resettlement-needs-spike-almost-3-million\"><span style=\"font-weight: 400;\">20% increase<\/span><\/a><span style=\"font-weight: 400;\"> in resettlement needs by 2025. As a result of increasing protracted refugee situations, neighboring states, including <\/span><a href=\"https:\/\/www.euronews.com\/my-europe\/2024\/10\/03\/middle-east-crisis-could-spark-new-wave-of-refugees-to-europe-un\"><span style=\"font-weight: 400;\">Europe<\/span><\/a><span style=\"font-weight: 400;\">\u2014already overwhelmed by refugee crises\u2014are expected to face even greater pressures. Additionally, the Global South, which hosts over 70% of the world\u2019s refugee population, will be <\/span><a href=\"https:\/\/press.un.org\/en\/2024\/sc15713.doc.htm\"><span style=\"font-weight: 400;\">further burdened<\/span><\/a><span style=\"font-weight: 400;\"> by these challenges, compounded with subsequent humanitarian disasters and overwhelming the agencies tasked with managing it. This surge in displacement, combined with a strained international refugee regime, will further complicate efforts to resolve the high levels of protracted displacement.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Despite mounting evidence of ongoing genocide in Gaza and Israel\u2019s ongoing expansion of settlements and apartheid policies in the occupied territories, the international community continues to blatantly ignore Israel\u2019s clear intent to permanently displace the people of Palestine. The dismissal of the conflict\u2019s inevitable global ramifications is stoking the global refugee crisis, a challenge that states should seek to address collectively, rather than endorsing the mechanisms that perpetuate it, such as the<\/span><a href=\"https:\/\/www.middleeasteye.net\/news\/49-times-us-has-used-veto-power-against-un-resolutions-israel\"><span style=\"font-weight: 400;\"> 49 U.S. vetoes<\/span><\/a><span style=\"font-weight: 400;\"> of U.N. resolutions that have successfully blocked efforts for a ceasefire in Gaza. Normalizing the forced displacement and containment of Palestinians, as well as the irregular movement between Lebanon and Syria, places an undue burden on states already fatigued with refugee crises. This should alarm policymakers, yet refugees continue to be politically weaponized in a way that villainizes <\/span><a href=\"https:\/\/www.nytimes.com\/2024\/11\/18\/world\/europe\/europe-migration-shift.html\"><span style=\"font-weight: 400;\">refugees<\/span><\/a><span style=\"font-weight: 400;\"> rather than addressing the root causes of protracted displacement. By disregarding Israel\u2019s actions and evading global accountability, refugee crises around the world will inevitably worsen, fanning the flames of anti-immigrant sentiment. At what point will the international community stop blaming refugees for fleeing conflicts funded by the Global North and hold its governments and institutions accountable for perpetuating the refugee upheaval that continues to leave displaced persons in a protracted state of limbo?<\/span><\/p>\n<p><b>Author&#8217;s Note<\/b><\/p>\n<p>This article was originally written in October and, after the editorial process, was published just days after President Trump\u2019s inauguration and before he made any official statements about the Gaza Strip. The strategy of relocating Palestinian refugees has been tried, tested, and, time and again, proven inefficient in addressing the overall refugee crises, ultimately leaving swaths of Palestinians vulnerable to the whims of foreign leaders.
