His research primarily focuses on measuring the impact of modern education reforms, especially those focused on\u00a0accountability, school choice, and teacher quality.<\/p>\n<p>Winters has published academic articles in a variety of peer reviewed journals including\u00a0<em>Journal of Public Economics<\/em>,\u00a0<em>Journal of Policy Analysis and Management<\/em>,\u00a0<em>Educational Evaluation and Policy Analysis<\/em>,\u00a0<em>Educational Researcher<\/em>, and\u00a0<em>Education Finance and Policy<\/em>.
